Even if the North's rocket launch experiment seems risky, why Japan - U.S. allies intercept it? Why can a country with so people call Pacifist Constitution have forces and Defense Ministry, National Missile Defense, or spy satellite? After WW II Japan's militarism was completely disabled by American Occupation led by Gen. Douglas MacArthur, but who militarized Japan again at the Korean War between UN - American army and Communist block by introducing National Police Reserve on August 10, 1950. It was the first East - West hot war during the Cold War that people acknowledge WW III.

There is a saying above, but now people understand, "When you want peace, prepare peace." However, provocative Noda Cabinet's and Japan's move is just dangerous for East Asia security because Ministry of Defense and National Missile Defense system themselves must seem for surrounding nations that Japan want wars again against Asian countries.
In WW II Japan had invaded Asia Pacific countries and lost and after that Japanese government could not write a proper draft for a new constitution then, so American Occupation completed disabling the Japanese militarism and introduced Article 9 of The Constitution of Japan:

and all the people in Japan welcomed this and were relieved expecting peaceful future then, after exhausted by the savage war and suffered from complete poverty and disaster.
However, American policy for Japan changed at the Korean War, introduced National Police Reserve in 1950, and Japan upgraded into Self Defense Forces in July 1, 1954. Further, during the time of Pr. George Bush and Afghanistan and Iraq Wars the conservative LDP and New Komeito coalition upgraded the Defense Agency into Ministry of Defense in 2007 and developed the National Missile Defense causing surrounding Asian people and countries more sensitive against Japan; people must feel threat for repeating the violent history of Japan's militarism in WW II.

The U.S. is a country that declares of the necessity of militias, human rights of citizens to bear arms and have Pentagon, the Defense Headquarters, but is which different from the Ministry of Defense of Japan that have the 9th Article and the Pacifist Constitution refusing having land, sea, and air forces and denying the right of belligerency of the state?

Three Japanese destroyers head to East China Sea to intercept debris

Three Maritime Self-Defense Force destroyers departed for the East China Sea Saturday ahead of a planned rocket launch by North Korea.
The Kirishima and the Chokai, equipped with sea-based interceptor missiles and Aegis combat systems, left the Sasebo naval base in Nagasaki Prefecture, while the Myoko left Maizuru base in Kyoto Prefecture to shoot down the rocket if it begins falling over Japanese territory.
Meanwhile, an Aegis-equipped ship from the U.S. Navy left the Sasebo base later Saturday.
To brace for the planned launch, ground-based Patriot Advanced Capability-3 interceptors will also be deployed at four locations in Okinawa Prefecture, including Miyako and Ishigaki islands in the East China Sea.
PAC-3 antimissile batteries were also deployed Saturday at Self-Defense Forces bases and training areas in the Tokyo metropolitan area, specifically in the capital's Ichigaya district, Narashino in Chiba Prefecture, and Asaka in Saitama Prefecture.
